M2M SIM cards to connect street lighting
The Union des Secteurs d’Energie du Département de l’Aisne supports local authorities in the field of energy (networks, public lighting, charging stations, renewable energies) and in their digital transition (fiber deployment, connected territories).
We spoke to Thomas BERTANIER, Head of Renewable Energies & Connected Objects at USEDA, who explains their approach:
The connected objects expert was recruited by USEDA in 2022 to implement the new missions linked to connected territories. One of the first steps was to draw up a call for tenders, won by Synox, for the cellular connectivity of the communicating cabinets that enable street lighting to be controlled remotely and in real time.

to USEDA, thus guaranteeing good management practices and efficient use of resources. However, the mayors of villages and towns remain the decision-makers when it comes to switching public lighting on or off. Historically, to change lighting schedules, a maintenance company had to travel to each electrical cabinet, which was both costly and time-consuming. That’s why USEDA has designed and developed its own mobile application in-house.

It’s an innovative initiative that’s gaining momentum and getting people talking!
To date, there are no specific regulations requiring the installation of a remote management system for street lighting in France.
However, with regard to heating, the BACS decree (relating to the automation and control system for tertiary sector buildings) requires the installation of a technical building management system by 2025 or 2027, depending on the surface area of the buildings. Here, too, USEDA is positioning itself to support, raise awareness and provide heating control solutions for public buildings.
USEDA doesn’t stop there!
In surveying the needs of local authorities, the syndicat has identified more use cases, such as air quality monitoring (with CO2 and temperature measurement), water level monitoring for water towers, optimizing glass bin rounds, remote meter reading, vehicle parking monitoring…
Innovation in French local authorities: findings and savings
With his solid experience in building energy management, Thomas BERTANIER has seen the central role played by public engineering in defining a strategy for considerable savings for local authority budgets, but also for controlling their environmental footprint.
“Everyone talks about structural actions, but by investing a little in steering tools, we can make substantial savings.”
For example, the former head of building energy management at the Conseil Départemental de l’Aisne reported average savings of 30% on heating costs, over a 10-year period, for all the department’s colleges. He confides that this result was achieved with a much lower investment than for a structural operation.
Energy efficiency: the role of cellular connectivity
